Introduce and waive first reading of an ordinance adding Subsection F to Section 5.04.140 of Chapter 5.04 of the Sierra County Code pertaining to Formal Bid Procedures, adding Formal Bid Protest Procedures.

Waive second reading and adoption of an ordinance repealing Section 3.08.060 of Chapter 3.08, Title 3 of the Sierra County Code and amending Section 3.09.010 pertaining to payouts to employees leaving County service.
