Housing Element

LATEST NEWS: Sierra County completed its "7th cycle" 2024-2029 update to the Housing Element, adopted by the Board of Supervisors on March 4, 2025.

The Housing Element, part of the County’s General Plan, is a policy document that addresses existing and future housing needs for all Sierra County residents and economic groups.  The State of California requires by law that the Housing Element be updated periodically, generally every five to eight years.  The current update cycle covers the period of 2024-2029.

The Planning Department conducted a public workshop with the Planning Commission on November 16, 2023 on the Housing Element Update process.  The County prepared a public review draft of the 2024-2029 Housing Element which was made available for review and comment for at least 30 days in May and June 2024.  After responding to comments and incorporating suggested changes, the draft Housing Element was then sent to the California Department of Housing and Community Development (HCD) for 90-day review as required by law.   All comments by the State were adequately addressed, and HCD issued a letter on November 20, 2024 stating the draft Housing Element met the statutory requirements.  The final draft Housing Element was formally presented during a duly-noticed public hearing before the Planning Commission on January 16, 2025, where it was recommended for approval.  Following another public hearing before the Board of Supervisors on March 4, 2025, the Housing Element Update was formally approved and adopted, then forwarded back to the State for final certification.
